keep a pvp slot and do what you need
eles will always have utility even if damage remains a bone to pick *for pvp*

as CKaz said, if you keep an open character slot for PVP you can go back andforth as much as you want cz it takes only 2 min to create a lvl 20 with max weapons and armor.
as long as you have the bulds you like in a little note book (i do that)
if you wanna make a "real" character you will have more fun with an Ele

for PVP there both nice, depends what you wanna do. Ele is a Spiker and Mesmer is "anti monk" figure (interrupts, degen, annoyance)

there are a few pvp maps where pve fire elems are definetly useful. i don't like air pvp that much, however its fun single-handedly making warriors useless.

You can buy extra permanent char slots now for $10. All six of my slots are filled, without an open PvP slot, but I know I can always get one if needed. (And hence I still care about "unlocks".)
In my one recent PvP try, I took an air build. My teammates liked me, we rattled off a winning streak and got from RA to TA without immediately losing (almost immediately, yes, but we won the first 2 or 3 matches). The build was Aura, dual Attunements, rez, Blinding Flash, Lightning Javelin, another damage spell, and either another damage spell or Gale.

Ele's do have some PvP uses. As noted above, air spikers are good damage. E/Mo flag runners with heal party are also popular (GvG). However, in terms of the current player base's opinions, mesmers have much more to offer to groups. The key would be to make a PvP slot as others have advised, and try both out. Play around with popular builds and some of your own, and see which you think you can contribute more to a group with (or more importantly, which is more fun for you to play).
Edit: the main stigma against ele's in PvP is the long cast times, and the fact that the typical fire nuker from PvE is not too useful. The snares in the water line can be a great bonus to a team, though.

It's a feature they've said is coming this summer. I believe Gaile said in-game that it's coming soon, but I haven't heard an exact timeline yet.

There apears to be high demand for all kinds of eles in Alliance battles. This may change, but nukes, a random ward, or water are quite handy. Anything with AoE basically, due to large population numbers.

As someone said elementalists are very good to bring for alliance battles.

Blinding Flash and snares are always useful, and Ether Prodigy cures all.
It's not a dead class by any means. It is a narrow profession, with around a dozen skills that see any real use in PvP - but some of those skills are important enough that they find their way into a majority of builds.

The other physicals (assassin, ranger) can deal a decent amount of damage.
I guess the question is, PvE or PvP? In PvE you can do a respectable amount of crowd control with some of the AoE fire spells. On raw AoE damage you're inferior to a spiteful necro or barrager, but if you can manage the AoE mes effects they're worthwhile.
If you want to deal damage in PvP with a caster, your best choices are necros and mesmers with degen, and smiting monks. Mesmers are also good for creating a lot of 'virtual damage' through edenial.
Peace,
-CxE

Ele is like one of my favorite classes, it does great as a secondary, and as a primary is great for defensive wards/spikage.
